Angola Takes Centre Stage as Global Upstream Leaders Convene in Luanda

The Global Upstream Leaders Forum in Luanda was a highly successful private members and invited-guests-only gathering, bringing together an exceptional cross-section of decision-makers shaping the future of Africa’s upstream sector.

Attendance was a real standout, with the full Board of ANPG Angola present, alongside senior representatives from the Ministry, Sonangol all current operators active in Angola, and a strong showing from new and potential entrants. The seismic and data companies were also very well represented, reinforcing the depth of the technical and commercial dialogue.

The forum opened with a strong address by the Secretary of State, setting the tone for a pragmatic and forward-looking discussion. This was followed by an ANPG Executive Board Member update, offering clear insights into where the industry is heading and how Angola is positioning itself for the next phase of upstream development.

A dedicated Africa Upstream Strategic Discussion brought together panellists from IOCs, data companies and the regulator, reinforcing the message that Africa is competing on a truly global playing field. The conclusion was clear: competitiveness will be driven by pragmatism, collaboration and the creation of a stable, commercially attractive environment.

The Angola panel underlined why the country continues to stand out as a shining light on the continent - offering a stable investment platform and a uniquely open-door approach from the regulator, rarely seen anywhere else in the world.

A powerful forum, meaningful dialogue, and a strong signal of Angola’s leadership in Africa’s upstream future.
