2023 Licensing Round of Oil Concessions – Republic of Angola

Announcement of intent for the award of petroleum concessions 2023

The National Agency of Petroleum, Gas and Biofuels (“ANPG”), acting as the National Concessionaire and holder of the mining rights for prospecting, exploration, appraisal, development, and production of liquid and gaseous hydro- carbons throughout the Angolan territory, would like to formally announce that on September 30th, 2023, it will proceed with the Launching of the Tender for the award of Petroleum Concessions "2023 Bid Round" for oil and gas exploration in the Onshore Congo and Kwanza Basins.

Please be advised that the aforementioned bid round will offer twelve (12) blocks, of which, four (4) are located in the Lower Congo Onshore Basin (CON2, CON3, CON7 and CON8) and eight (8) in the Kwanza Onshore Basin (KON1, KON3, KON7, KON10, KON13, KON14, KON15 and KON19).

The estimated potential for the blocks (STOOIP) is as follows:

  • =  Lower Congo Basin: 1 560 MMBO

  • =  Kwanza Basin: 5 440 MMBO

The 2023 Bidding Round aims to

(i) re-launch hydrocarbon exploration and production in the onshore areas,

(ii) reassess the existing petroleum potential in the mentioned basins,

(iii) mitigate the decline in production by increasing exploration activity and discovering new resources,

(iv) stimulate the participation of small and medium-size oil companies and

(v) stimulate technological innovation and good governance practices.

The bid round is being held under Law No. 10/04, of November 12 (Petroleum Activities Law, amended by Law No. 5/19, of April 18) and the Presidential Decree No. 86/18.

We take this occasion to inform you that the bid round is open for any company, national or foreign, that intends to participate in the Angolan oil sector. In this regard, companies interested in participating in the 2023 Bid Round must submit proposals no later than the 4th of November, 2023, in compliance with the Presidential Decree No. 86/18 of Angola, which stipulates a period of 40 days after the official launch of the bid.

ANPG will communicate, in due time, through a formal announcement in its official website (www.anpg.co.ao), as well as other media platforms, the date and venue where the National Concessionaire will hold technical workshops with the aim to share the relevant information on the potential of the blocks and all of the legal and contractual framework.

Additionally, appointments are available for consultation of technical data in both presential and virtual formats (Data Showroom). For this purpose, interested companies may schedule the sessions via the ANPG official website (www.anpg.co.ao).
